# Orca Cards

> Orca Cards (orcacards.app) issues virtual USD Visa cards for people in Russia, opened for 1,990 RUB once and topped up in rubles via SBP at one public live rate. No monthly fee, no fee on declined payments.

- Product: virtual prepaid Visa card in US dollars (USD) for people in Russia. Card BIN country: Singapore.
- How it is funded: in Russian rubles via SBP (Система быстрых платежей, QR code / bank app). Users never handle crypto.
- Where: Telegram Mini App @OrcaCardsBot (https://t.me/OrcaCardsBot) or the web app https://orcacards.app/app (email login).
- Card opening fee: 1,990 RUB, once. Monthly / annual fee: 0 RUB. Fee on declined payments: 0 RUB.
- Top-up pricing: one public live exchange rate (RUB per 1 USD), shown on https://orcacards.app/ and fixed in the order before payment. No separate top-up percentage. Live value: GET https://orcacards.app/api/rate (field rub_per_usd).
- Top-up limits: 1,500–50,000 RUB per top-up; at least $15 lands on the card per top-up; up to 3 paid top-ups and 100,000 RUB per day.
- First payment: at least 3,490 RUB (1,990 opening + 1,500 minimum top-up), one SBP payment.
- Verification (KYC) is required: email, passport + selfie via Didit, Russian +7 mobile number. Not anonymous.
- 3‑D Secure codes are shown in the app and sent by the bot. The card can be frozen in the app.
- Balance currency: USD. Other currencies are converted by Visa. Merchant refunds return to the card in USD. No withdrawal back to rubles.
- Limitations: the card does not work with every merchant; some services check account country, IP address or billing address and may decline. Orca is responsible for the card, not for access to third-party services.
